“I was told I need a VASS Approval Certificate” What is VASS?
The Vehicle Assessment Signatory Scheme (VASS) is a scheme for the certification of modified, individually constructed vehicles and certain types of imported vehicles in Victoria. An individual authorised by the Department of Transport and Planning to inspect, test and certify these vehicles is known as a VASS signatory.
What do I get from the VASS process?
Once a VASS Signatory certifies a vehicle they can issue a VASS Approval Certificate and a blue modification plate. The blue modification plate needs to be affixed to the vehicle and the VASS Approval Certificate shall be presented to VicRoads for registration or notification for change of vehicle detail purposes.
To what standards and rules must vehicle modifications comply?
• Vehicle Standards Bulletin 14 (VSB14) National Code of Practice which outlines the minimum design, construction, installation, and performance requirements for modifications to light vehicles.
• Vehicle Standards Bulletin 6 (VSB6) National Code of Practice Heavy Vehicle Modifications is the national standard for the most common modifications made to heavy vehicles.
• Modified vehicles must continue to comply with the applicable Australian Design Rules (ADRs) are the national standards for road vehicle safety, anti-theft and emissions.
• Pre-ADR vehicles (Vehicles manufactured before 1969) must continue to comply with the ALVSR (Australian Light Vehicle Standards Rules) and in some cases applicable ADR's.
How much does a VASS Approval certificate cost?
There is no single fixed price for a VASS approval certificate.
Costs depend on the vehicle, the modifications, documentation provided, and whether testing is required.

Can you tell me if my car will pass before inspection?
We can provide an Engineering Review / Pre-Assessment based on photos and information supplied.
However, compliance can only be confirmed after inspection and any required testing.
Do you guarantee certification?
No.
Certification is only issued if the vehicle complies with all applicable standards and regulations at the time of inspection.
What information do you need for a quote?
To provide an accurate quote, we require:
• Vehicle make, model, and year
• A complete list of modifications
• Clear photos and any supporting documentation
Incomplete or inaccurate information may result in revised pricing.
Are testing costs included?
Third-party testing (e.g. brake testing, lane change, emissions) is not included unless explicitly stated in writing and is charged separately.
What happens if my vehicle isn’t compliant?
If non-compliant items are identified, rectification will be required before certification can proceed.
Re-inspections and reassessments are charged separately.
Do you fix or modify vehicles?
Generally, No. Although we provide a range of Engineering Services, we provide independent engineering assessment and certification.
Mechanical or fabrication work we assess must be completed by the vehicle owner or their chosen workshop.
How long does the process take?
Time-frames vary depending on workload, vehicle readiness, client responsiveness, and testing availability.
Indicative time-frames are estimates only.
Can I bring the car in “Just for a quick look”?
Any inspection, review, or engineering advice is a professional service and is chargeable.
Why do you charge for Pre-Assessments?
Pre-Assessments involve professional engineering judgement and help determine compliance pathways before committing to full certification.
This service often saves time and cost later on in the process.
